Measuring the Well-being of First Nations Populations and Communities

The */Registered Indian Human Development Index (HDI)/* was developed by
the Strategic Research and Analysis Directorate (SRAD) of INAC), to
measure the well-being of First Nations populations in relation to other
Canadians. The measurement is based on the United Nations HDI, a
composite index used by the United Nations Development Program to
measure and compare the quality of life in 170 countries.
The */First Nations Community Well-being Index (CWB)/* developed by SRAD
is also a composite index, based on similar methodology as the HDI,
which utilizes indicators of education, income, labour force and
housing. The functional uses of the CWB index are many. As well as being
able to identify the diversity of First Nation communities in terms of
socio-economic status, the CWB index can assess determinants and
correlates of well-being. Analysis of CWB over time can help assess
changes in community well-being, impacts of specific programs or
policies, and monitoring in relation to the long-term departmental
objectives of improving the quality of life, sustainability, and
self-reliance of First Nation communities.
Eric Guimond is of Mi'kmaw and French descent and is a specialist in
Aboriginal demography whose educational background includes demography,
community health, physical education and Aboriginal studies. He also
possesses university research and teaching experience with expertise in
projection models of population and Aboriginal groups. He is currently
completing Ph.D. studies (U of Montreal) on the topic of ethnic mobility
of Aboriginal populations in Canada. Currently, Eric is engaged in the
projects relating to First Nation Housing, Inuit social conditions and
the development of knowledge transfer mechanisms between research and
policy.
