The National University of Rwanda is seeking the assistance of a
experienced university administrator to work in the Office of the
Registrar for a period of six months (consecutive or broken down into
shorter periods) to review Registry operations, processes and
procedures, recommend improvements and guide, mentor and train the
Registrar with regard to modern ICT based Registry operations.
In addition, the volunteer would organize and deliver appropriate
training programs for Registry staff and assist in the development of a
Registry Procedures Manual and Students Handbook.
The Mentor would have the full support of the NUR management to
implement appropriate systems and train the Registry staff in best
practices that have been established elsewhere, especially in developing
policies and procedures that would be complimentary to the incoming MIS
system currently under development through the support of donor funds

*Qualifications: *
Ideally, the volunteer/Mentor would have experience as a Registrar,
Deputy Registrar, University Secretary, or equivalent. She or he needs
to be able to work in a challenging multicultural environment. The
ability to speak French is an asset

*All Expenses covered by AHED/NUR:*
Economy airfare, airport transfer, vaccinations and medication, medical
and travel insurance.
Accommodation and living expenses during the period in Rwanda will be
covered by a local salary provided by NUR (600,000 Rwf - approx. $ Cdn
1150 per month). If this does not cover these expenses, AHED will make
up the difference.

*Location:* Butare, Rwanda
*Background:*
NUR was founded in 1963 but its early development came to an end during
the 1994 war and Genocide period, when the University was closed and
many students and staff were either killed or fled the country. The
University re-opened in 1995 and has made a remarkable recovery. Over
10,000 students have graduated. Over 300 academic staff, around 50 of
them expatriates, and around 9500 students make the University the
largest provider of Higher Education in Rwanda. These figures alone
represent real growth and progress, starting from a virtually zero base
in 1995. The Rwandan Government, working together with the Donor
Community, has made substantial commitments to developing Higher
Education in general and to NUR in particular.
The Higher Education in Rwanda is being transformed. All institutions
are required to commit to the new National Qualifications Framework,
which is intended to benchmark provision to the Bologna Process.
National guidelines have been developed against which institutional
structures, processes and procedures will be assessed. The National
Education Council has been established to carry out subject inspections
and institutional audits. As the largest and most broadly based Higher
Education Institution (HEI), NUR will be profoundly affected by these
changes, which set the scene for quality enhancement and growth in the
Higher Education sector in Rwanda
