“Digital Technologies and Rules-Based Global Order” by Mark Raymond

Mark Raymond is the Wick Cary Associate Professor of International Relations at the University of Oklahoma, and Director of the Cyber Governance and Policy Center. His book, Social Practices of Rule-Making in World Politics, was published by Oxford University Press. His research on multistakeholder governance and multilateralism has appeared in journals including International Theory, the Journal of Global Security Studies, and Contemporary Security Policy. Currently, he is conducting research on digital sovereignty; on the implications of emerging use cases for the electromagnetic spectrum; and on the implications of digital technologies for world politics and rules-based global order.
