wierd messages

Kathy Chung's recent query concerning messages getting bounced back to the
sender is not a question easily answered.  There are many reasons for this.
Sometimes the address no longer exists.  Sometimes the recipient's mainframe
computer is 'down'.  Etc, etc.
        I receive a copy of each of these error messages, as does the
original sender, and try to track down reasons for the rejections.
Sometimes the best plan seems to be to do nothing for a while -- a recent
message didn't reach Filewod and Lane at Guelph because, as far as I can
tell, the mainframe there didn't want to receive messages for three days
straight.  (This I take to be a momentary glitch which is to be expected in
a province run by the NDP.)  Messages sent to Glasgow come back with
predictable frequency; I'm trying to check out the problem before taking
these nonfunctioning addresses off the Candrama list.
