The more effective method is to send a note of complaint to
postmast@[address] as well. If there are enough complaints the service
provider might discontinue the person's account.

Although I fully share your frustration, this is dangerous as many access
providers prohibit doing this and might terminate _your_ account for
'harassment'.

Just one message per sender will be more effective, especially if it's to
the postmaster.
