Subject: Call for Proposals on Electronic Publishing

Call for Proposals on Electronic Publishing
Humanities and Social Sciences Federation of Canada

Using funds provided by SSHRC, the Humanities and the Social Sciences
Federation of Canada is issuing a Call for Proposals for a study related to
e-publishing by Canadian researchers in the Humanities and Social Sciences.
The purpose of the study is to produce a state-of the-art analysis of the
management of electronic research resources produced by Canadians in the
humanities and social sciences in Canada in order that scholars and
organizations understand the environment in which electronic publishing is
operating.

The study will investigate the electronic research resources available in
Canadian institutions and will examine who creates and manages them. It will
also analyze how these resources are managed from a policy, administrative
and technological point of view. As well, it will evaluate under whose
authority or jurisdictions the resources fall and under what conditions and
to whom they are made available. The contractor will also explore related
questions such as the reason for investing in electronic management and
enquire about the most urgent issues to be addressed to meet the strategies
being planned for the future. This study will not address policies,
procedures or questions related to electronically developed, maintained or
delivered courses or course materials.

The universe of Canadian-made electronic research resources in the
humanities and social sciences is extensive. The study should list these and
provide an analysis of the questions asked from Canadian Universities and
Research Libraries, Canadian Learned Societies, University Presses, Canadian
publishers, Research Centres such as the Fraser Institute, etc., and
Government Agencies such as the National Library of Canada, Statistics
Canada, etc.

To facilitate the work, the contractor will have access to the Federation's
electronic lists of publishers, university presses and learned societies. As
well, the contractor will be able to use the Federation listserv Publiforum
that links a cross section of individuals interested in electronic
publishing to seek information and get feedback.

The proposal should be no longer than 10 pages and include a description of
the project, the methodology and the kind of critical analysis that will
ensue. A detailed and justified budget is required. The proposal should
include separately a description of the experience of the applicant.

University VPs, Deans and Learned Societies' presidents are urged to make
this information known to faculty and graduate students interested in and
knowledgeable about these topics.

The Federation will pay up to $25,000 for the study. The proposals will be
peer-reviewed and can be filed electronically, mailed of faxed at the
addresses below. Proposals are due on June 15, 1999. Applicants will be
notified in late June. The completed project is due at the end of December
1999. For more information, please contact Dr. Louise Robert, Executive
