overview of theatre in Canada

A colleague of mine in the Dept. of Canadian Heritage has asked if I know of
any articles that provide an overview of how theatre is produced in Canada.
She is responding to piece written by a theatre director in Prague which
alleges that theatrical activity in Canada is negligible and completely ad
hoc.  I suggested she consult the PACT website for a list of companies but
she would also like an explanantion of our "system", if such a thing exists.
