Canadian Theatre Review - New Issue Now Available

A question for all of us interested in Canadian Theatre practice and scholarly practices related to it:
When I clicked on a particular article I was interested in, it took me to the site where it seems that article alone would cost 13 $ to download in PDF form ( and in American dollars) which seems to me a steep price for an article ( financially and culturally ...paying in us funds???)
I did find that I could pay in funds Canadian by clicking on another link, but that seemed only to apply to purchasing a subscription ($45 in good old loonies) -- but this itself seems a curious form of negative choice subscription tactics. Why is it that one can download single songs via iTunes or likeliness servers for reasonably pro-rated fees ( and in the currency of ones own country) but not so with articles from the venerable CANADIAN Theatre Review?
