There are many factors that can affect PSA levels.  For a list of many of them see the "Factors Affecting PSA" section of this page:

(Based on the information there in the absence of the other factors a PSA of 1.5 ng/ml would be a normal level for a prostate of 22 cubic
centimeters.)
