Ah, but public funding rarely comes without strings attached.  That is,
it is given for a specificly defined purpose and cannot necessarily just
be spent wherever you happen to think it is needed.  Perhaps Stratford
should apply for a grant to maintain free access to the archives? (though
they might have tried that already)
