[nengo-user] BG Rules

How exactly do we use the BG Rule template? I'm trying to use rules with
only the basal ganglia (as opposed to the demo with the cortex and
thalamus) but when I open the interactive plots there's no option to view
the rules as there was in the demo. Can it be done this way?
