[nengo-user] Nengo does not open/ Windows 7 64bit

Hi Mehrsa,

Can you try opening up a command prompt, navigating to the nengo folder,
and running the `nengo.bat` file?

> cd <nengo directory>
> nengo.bat

I'm guessing that you will see some error message at that point, which
should help us diagnose things further.
