Hi Moira,

You should try "Archives francaises du film" (http://www.cnc-aff.fr/internet_cnc/Home.aspx?Menu=MNU_ACCUEIL). They have an amazing collection of early French films and they are sometimes willing to make VHS copies and ship them across the Atlantic. Aude Vejus (aude.vejus at cnc.fr) is the person I have dealt with there.
